New taxi drivers must complete 21 hours of basic training from 1 November 2026. Permit renewal requires seven hours of refresher training from 1 November 2026 to 31 August 2034.
Basic training lasts 21 hours and the refresher training related to permit renewal lasts seven hours.
The law enters into force on 1 September 2026, but proof of training is only required when applying for or renewing a permit from 1 November 2026. Basic training becomes a prerequisite for taking the taxi driver exam on 1 November 2026.
According to Traficom, from 1 September 2026 taxi training may only be provided by organisations whose training programmes have been approved by Traficom. The special-groups driver training programme of Iso-Ojan Liikenne Oy is approved by Traficom.
